Graduated Driver License Explained

If you are under 18 years of age, all 50 states and the District of Columbia have some form of a Graduated Driver Licensing (GDL) system in place; however, specific components vary by state.

GDL was implemented to restrict the driving privileges of new drivers to provide additional practice and reduce vehicle-related injuries and deaths. As new drivers gain driving experience, the restrictions are gradually removed.

Comprehensive GDL requirements include some or most of the following:

  1. Minimum age of 16 years for a learner’s permit,
  2. Completion of the state-approved drivers education course,
  3. Most states require a designated number of practice hours with a state-licensed driving school.
  4. Restrictions against nighttime driving between 10:00 p.m. and 5:00 a.m. (or longer),
  5. Limit of young passengers you can have in your vehicle when driving without adult supervision
